In early 2015, the California Legislative Analyst’s Office (LAO) studied the state’s high housing costs, and reached the same conclusions. The LAO estimated that Los Angeles County has been running an annual shortage of over 30,000 housing units per year since 1980 – a total deficit of over 1 million units.
