Abundant Housing fought hard last year to ensure that cities across Southern California would be required to accommodate strong housing growth through their upcoming Housing Element Update. Now, the California Department of Housing and Community Development (HCD) has issued technical guidance to city planners, setting high standards for how cities will have to plan in practice for denser housing. This maximizes the chance that planned-for housing will actually be built.
